Nowadays, the average age of underage smokers has dropped to under 11 in some provinces in China. In order to prevent smoking, warning signs including skull, blackened teeth and rotting lungs will be printed on all of the cigarettes packages in China before October 2010.

The Beijing Youth Daily carries a comment calling the move part of implementing the Framework Convention on Tobacco Control, which took effect last year. However, the comment believes the signs should target the local governments instead of smokers. Most of the smokers know the harm of smoking, so they won't be affected by the symbols. But the tobacco industry is the economic backbone for governments in many parts of China, so some local governments are reluctant to control it. Now it's time for the governments to realize that tobacco can cause serious damage to the health of the whole nation and even to the future of the country.
So the governments need to take more action on banning tobacco advertisements, smoking in public places and selling cigarette to teenagers.
An article from Huashang News admits the warning signs are kind of a visual shock, but it doubts their effectiveness. It says the public can see the government's determination and opposition to smoking. However, it is very naive to consider that the damaged lungs and pictures of skulls can stop youths form becoming interested in smoking. If the experts hope the symbols can be a magic spell, they need to study juvenile psychology, because they underestimate youths. The author also worries instead of preventing smoking, the picture of skull will probably be a stimulant to attract rebellious youths to buy cigarettes.
Actually, there are some tobacco-control methods accepted internationally. For instance, strictly enforcing the law in terms of the cigarette selling ban can keep young people away from tobacco. This can eliminate the root of the problem.
